The Greater Bay Area (GBA) represents a national development strategy to economically and socially integrate the nine cities in Guangdong province, as well as the Special Administrative Regions of Hong Kong and Macau, to create a world-class city cluster rivalling the world’s leading bay areas in San Francisco, New York and Tokyo.
The GBA has the potential to become the most diversified city cluster in the world, by leveraging its wide range of industries and strengths across its cities, such as financial and professional services, high-tech manufacturing, and technology and innovation. This unique combination provides significant opportunities for companies that are looking to enter or build on their existing presence in China.
China’s central government authorities issued the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area commencing a new phase of economic and social integration for the Pearl River Delta region. The GBA is a key strategic component of China’s national development blueprint that aims to promote in-depth cooperation among nine cities in Guangdong Province and the Special Administrative Regions of Hong Kong and Macau, with the aim to develop a world-class city cluster by way of reforms, innovation and opening-up.
The GBA initiative is a national strategic project that sets short- and long-term goals for the GBA. In the near term, the Plan aims to form a framework for becoming a world-class bay area and a world-class city group by 2022. In the longer term, the Plan calls for the GBA to be fully completed by 2035, meeting first- class global standards for innovation, international competitiveness, commerce and liveability.
Hong Kong is named as one of the four “core cities” of the GBA, along with Macao, Shenzhen and Guangzhou. The Plan emphasizes Hong Kong’s status as international leader in sectors including finance, transportation, trade, logistics, aviation, and innovation and technology. It also sees the city as an international legal and dispute resolution centre. The wide range of industries listed means that there are tremendous opportunities for everyone in Hong Kong SAR.
On 1 March, Chief Executive Carrie Lam announced eight new measures approved by the Central Government relating to Hong Kong’s participation in the Greater Bay Area (GBA). The new measures will facilitate the flow of people and goods within the GBA.

In the HKUST E-Week 2019, we are bringing to you the most updated information about the Greater Bay Area development and opportunities, especially those relating to the innovation and entrepreneurship development in Zhuhai and Guangzhou.
